From the context this is obviously the judge or court official before whom the hearing was held, but I can't put my finger on the equivalent in English. If there is a French equivalent for it, that would be equally welcome.

: I am afraid your suggestion, selected by the asker, is inaccurate. In Morocco, this is not a political or royal job, "Wakeel Al Malik" is simply the equivalent of the District's Attorney or Public Prosecutor.
