Explanation:
Функциональное снижение зрения (vs. органическое,т.е. при наличии тяжелых нарушений в органе зрения) вследствие того, что по какой-то причине (чаще косоглазие) одним глазом ребенок не пользуется. Как и в любом органе, от бездействия страдает со временем функция.

В некоторых случаях не так нужны профессиональные термины, как более простое определение. С этой целью я привожу нижерасположенные ссылки, хотя с ответами коллег абсолютно согласна и признаю их приоритет (да еще с такой скоростью).
