What I am thinking is here research is not meant, most probably it is academic. (science also might be, but I don't think)
So more correct is:
to strengthen the Institute's Academic capacity (excellence)

Instead of strengthening, you could choose "reinforcing" or "improving" or "building up." For me the choice might depend on how many times укрепление, улучшение, повышение are sprinkled through the text.
As for "scientific" vs. "research," the choice would be influenced on precisely what kind of institute it is, and also what this committee's function is.

I would add, in light of your note on Boris's comment, that "prowess" is not necessarily braggadocio, though it can be. I think it fits better in English than "potential," which in my view is used too often as a lazy translation of "потенциал". And it's more in the direction of strength/excellence/success/accomplishments or the ability to achieve them, than "capacity" would be.

: 'Prowess' looks suitably self-important. This seems to be a piece of bureaucratic self-marketing, so, most probably, nothing specific and tangible like 'research capacity' is meant.
