Introducción
“Desde hace algún tiempo, si le pidieran a los arquitectos y planificadores urbanos una prueba del poder de la arquitectura pública y el espacio público para rehacer las fortunas de una ciudad, apuntarían aquí (Kimmelman, 2012)”
Este es el encabezado del artículo “A city rises along with its hopes” en la sección de arquitectura del New York Times (2012) acerca de la arquitectura en Medellín como forma de lucha contra el crimen. En la publicación se destaca la reducción de homicidios que se presentó en la administración de Sergio Fajardo, ex alcalde de la ciudad, quien durante su administración (2004-2008) promovió intervenciones urbanas como los parques biblioteca, los colegios de calidad, las escaleras eléctricas y la ampliación de las líneas del Metrocable. Como este artículo de prensa, es posible encontrar numerosas publicaciones en periódicos, revistas y documentales TED acerca del “milagro de Medellín”.
Alejandro Echeverry, el arquitecto más reconocido a nivel internacional por las intervenciones del urbanismo social que dinamizó el milagro de Medellín, lo define como: “una estrategia que combina transformaciones físicas de espacio público, de transporte público, de vivienda con políticas públicas de educación y cultura para volver a encontrarnos” (Rodríguez, 2016).
De acuerdo con los promotores del urbanismo social, el milagro de Medellín consistió en “…atacar la violencia, recuperar la esperanza y generar espacios de participación ciudadana mediante las intervenciones urbanas” (Rodríguez, 2016), en una ciudad en la que después de la experiencia del narcotráfico de los años 90 “la gente no quería salir de sus casas” (Arquitecto Gerente Auxiliar de Proyectos Urbanos de la Alcaldía de Medellín 2004-2008, comunicación personal, 5 de junio de 2017)
En este capítulo comprendemos el milagro de Medellín como una producción discursiva que se configuró en diferentes escalas (local, nacional e internacional), a partir del 2004 hasta el presente y en la que han participado diferentes actores (alcaldes, arquitectos, agencias de turismo, empresas financieras e inmobiliarias, medios de comunicación, colectivos de hip hop, habitantes de los territorios). Para comprender más a fondo el proceso de formación ciudadana que se configuró durante la construcción del milagro de Medellín, tomamos como camino de investigación el microanálisis de lo social (Revel, 2016). Retomamos la relevancia del análisis de lo micro, como lugar sobredeterminado de procesos sociales (Levi, 2003; Ginzburg, 2008 2016; Revel, 1996). De ahí que la experiencia del grupo pequeño resulte la “más esclarecedora porque es la más compleja” (Revel, 1996, p. 30).
Nuestro punto de partida analítico y expositivo es la escena social de uno de los recorridos de grafitour que diariamente se realizan en la Comuna 13 dirigidos a turistas nacionales y extranjeros, quienes acuden a conocer aquel espacio de cambio y esperanza. Tomamos la escena social como una herramienta analítica que posibilita comprender las dinámicas sociales desde las interacciones de los participantes. La escena social no se reduce a un espacio de copresencia, como tal vez se entendería desde una aproximación interaccionista, pues su énfasis se encuentra en las cadenas de interdependencia involucradas. La escena social toma en cuenta tanto las interacciones efectivas como las interacciones a distancia que participan en la determinación de las prácticas y los actos (Beaud S &y Weber F, 2010). Desde una aproximación escalar, la escena social del grafitour, nos permite ir a la historia de la ciudad, a la apuesta del urbanismo social e indagar en los efectos de ésta, a partir de las experiencias de los habitantes del territorio. La violencia, la pedagogía y la gobernabilidad que el discurso del urbanismo social ubica como centrales, aparecen a lo largo del análisis como interrogantes que acompañan a la pregunta orientadora acerca de qué procesos de formación ciudadana tomaron lugar con la implementación del urbanismo social. Desde esta pregunta, indagamos en la creación discursiva del “milagro de Medellín” a partir de los actores que movilizaron este discurso y desde la performatividad que emergió en el espacio de intervención del Parque Biblioteca San Javier en la Comuna 13.
Desde una perspectiva pragmática (Valverde, 2011; 2015), seguimos la positividad de las prácticas mediante el rastreo de la comprensión y uso de las categorías por los actores en sus prácticas cotidianas y en su expresión en registros escritos y audiovisuales. A su vez, desarrollamos la reflexión desde nuestra propia experiencia en el grafitour, el trabajo de inmersión etnográfica en la Comuna, el diálogo mediante entrevistas con algunos de los funcionarios que participaron en la alcaldía de Fajardo, con funcionarios que han trabajado o trabajan en los parques biblioteca y con diferentes integrantes de colectivos de hip hop.
En la primera parte del capítulo ubicamos espacial y temporalmente a la Comuna 13 desde la escena del grafitour y los procesos históricos previos sobre los que se ha configurado el activismo ciudadano de los colectivos hip hop. En un segundo momento, profundizamos en las estrategias del urbanismo social para combatir la criminalidad y formar en la civilidad, a partir de infraestructuras de calidad y de la promoción de un ideal de ciudadano no conflictivo. En un tercer momento, abordamos la configuración de experiencias ciudadanas desde la apuesta de lucha contra el olvido movilizada por los colectivos de hip hop en la Comuna 13 Para terminar, desarrollamos un análisis de la formación de ciudadanías divergentes que tomó lugar en el territorio durante el proceso de construcción del milagro de Medellín.
El grafitour: generación de preguntas acerca de lo que somos y lo que podemos ser
Diariamente un grupo de jóvenes, integrantes del centro cultural de hip hop Casa Kolacho recorren las calles de la Comuna 13 con turistas nacionales y extranjeros. El grafitour es un “recorrido, político, histórico y estético por diferentes espacios de la Comuna 13” (Naranjo, 2015) que surge en el 2013 con el objetivo de visibilizar la historia de la Comuna, mostrar su gente, su riqueza y superar el estigma. Desde entonces, Ciro, Kbala, Perro y Mike, artistas de rap y grafiti, se alternan para acompañar en la mañana y en la tarde los recorridos por la Comuna. El grafitour suele iniciar en el lugar que el Perro llama “el muro más visible de la Comuna”, un muro que colinda con el Parque Biblioteca de San Javier y que se encuentra a la entrada a la Comuna por la Avenida San Juan. En el 2014, Kbala y Perro, iniciaban una jornada de recorrido con la explicación de un grafiti pintado por varios integrantes de la Casa Kolacho. Este grafiti se componía de dos partes: en la primera, estaba pintada la escena de bombardeo de la Comuna 13 en la Operación Orión; y, en la segunda, aparecía un avión C15, referente de paz para los integrantes de la Casa Kolacho.
Kbala inicia la explicación del grafiti de la siguiente forma:
Había una casa que era la sede de operaciones de los paramilitares, el ejército y la policía. Donde los tres se reunían a coordinar y a mirar cómo iba a ser la estrategia. Los paramilitares, empezaron a llegar desde la montaña y la fuerza pública venía desde abajo, encerrando las milicias. Lo que pasaba era que no solamente estaban las milicias sufriendo. Fue una guerra de tres días seguidos de balas, de atropellos, donde murieron más de 72 personas, donde hasta el sol de hoy se encuentran más de 300 personas desparecidas y se dice que todas están en una escombrera que queda… ahorita la vamos a poder visualizar. Esta escombrera que anteriormente eran dos montañas y había un espacio, ahora ese espacio es más grande que las dos montañas de escombros. Y había una laguna, el agua tiene memoria. Eee, ahí se llevan cantidad de escombros y por la profundidad de los escombros, se dice: “es prácticamente imposible poder sacar esas personas”. Además, que políticamente al Estado y al gobierno no le conviene, entonces, no lo van a hacer. Luego, la guerra llega a un punto tal que la gente empezó a sacar banderas blancas, sábanas. No había tiempo para salir a comer, no había tiempo para trabajar, muchas personas perdieron sus trabajos, cantidades de personas atropelladas. Hubo más de 600 capturas sin orden judicial. Y uno supone “bueno sacaron la guerrilla muy bien, bravo cumplieron su objetivo”. El gobierno vuelve y se va y el territorio queda bajo poder de los paramilitares durante casi cuatro años y se empieza una “limpieza social”, donde se asesina a la señora porque era colaboradora de la guerrilla, al muchacho porque es que el primo fue tío del tingui que fue guerrillero ¿sí? Y empieza a haber una cantidad de asesinatos una cosa atroz… Lo peor viene después de la guerra, entonces es donde la gente lucha por el cómo vamos a hacer, por el qué vamos a hacer, cómo vamos a salir de todo esto de tantos muertos, de tantas familias acabadas, de casas vueltas nada. Cómo era posible que había dos helicópteros Black Hawk disparando balas calibre .5, más o menos de este tamaño (señala el tamaño con su dedo índice) a diestra y siniestra, sin importar quien estaba abajo y los techos literalmente se levantaban. Donde nunca hubo un control sobre la fuerza que impuso el gobierno para esta operación militar. Hoy por hoy, la Comuna 13 es el territorio urbano a nivel de Latinoamérica más militarizado con más de 800 hombres de policía. Siguen matando, siguen robando, sigue habiendo atropellos. Ha sido una de las peores guerras a nivel urbano de Latinoamérica. La violencia sigue, se transformó el tipo de violencia: ya no es una violencia de guerrillas, de política; ya es una violencia de combos, de drogas, de plata, de peleas de territorio. La violencia continúa, como continúa la violencia en el Poblado, en Castilla. Y como continúa en Buenaventura contra las mujeres, contra los niños, entonces no hay educación, entonces… sí. Entonces es una enfermedad social. (Vieira, 2014, 4 de agosto)
Esta narración, con la que se inicia el grafitour, dirige la mirada hacia la historia de la Comuna y de la ciudad. La Operación Orióncomo hito de no repetición, es la referencia más importante de todo el recorrido, y es el evento al que Kbala remitía en el 2014 y al que Mike –joven que dirigía el recorrido cuando visitamos la Comuna en el 2017– volvía de manera permanente. Orión se puede entender como acontecimiento (Koselleck 2001, 37) que marcó un antes y un después en la Comuna 13, pero que es posible comprender en la dinámica estructural de la historia de la ciudad.
La Comuna 13 ha sido un territorio en el que se han asentado de “manera ilegal” población desplazada por la violencia, despojada de sus tierras, y migrantes que arribaron a Medellín en busca de alternativas de vida. Sin embargo, estas poblaciones históricamente han estado en la periferia, a pesar de ocupar un lugar central en la reproducción de la ciudad desde su trabajo cotidiano. Estos habitantes de Medellín han padecido la violencia estructural (Scheper-Hughes y Bourgois, 2004, Wacquant 2004) que opera en la ciudad, al enfrentar las limitaciones de acceso a la riqueza social desde trabajos precarios, a la participación en el sistema educativo y a las decisiones en los procesos de organización urbana. La Operación Orión se podía llevar a cabo en un territorio suficientemente alejado de la Medellín formal, habitado por poblaciones estigmatizadas a las que había que intervenir militarmente para el logro del orden social.
Como Bourgois y Scheper Hughes (2004) han señalado, existe un cotinuum entre las violencias, que hace inseparable la comprensión de la violencia criminal, de la política, la estructural y la simbólica. Precisamente, Orión como acontecimiento dejó en evidencia la relación entre estos diferentes tipo de violencias. El bombardeo de un espacio segregado, con deficiente presencial estatal, con un conflicto político y económico entre guerrilla y paramilitares por el control territorial y un discurso oficial que validaba la intervención violenta a una población civil.
Así, Orión dejó en evidencia, de la manera más clara y contundente, la crueldad de la violencia estructural en los barrios marginados y la presencia del conflicto armado, en las periferias de la ciudad. En Orión, los habitantes de la Comuna sufrieron un ataque planificado entre policía, ejército y paramilitares. Este ataque había sido precedido por cinco operaciones más (Otoño, Contrafuego, Mariscal, Potestad, Antorcha), que dejaron al descubierto a los paramilitares como un actor central en el gobierno de la ciudad.
Como registro de tal acontecimiento, la siguiente fotografía del reportero gráfico Jesús Abad Colorado, l se ha convertido en una de las evidencias más importantes para los habitantes de la Comuna de la participación de los paramilitares en las operaciones. En la foto, el hombre que señala con el dedo el lugar a atacar, lleva uniforme militar con las botas y la capucha utilizada por los paramilitares. Esta foto era la obra central en una exposición de fotografía que visitamos durante el recorrido del grafitour en una pequeña galería ubicada en las escaleras eléctricas de la Comuna 13.
Desde entonces, el 14 octubre de cada año, se hace en la Comuna 13 diferentes actividades bajo la consigna “Orión nunca más”, en las que se recuerda la violencia de la operación, las víctimas y la impunidad hasta el presente.
El gobierno nacional de entonces justificó los operativos sobre la Comuna como parte de una estrategia anti-insurgente, que buscaba recuperar el poder del Estado en la Comuna que “había caído en manos de la guerrilla”. Durante nuestro recorrido en 2017, antes de iniciar el camino de ascenso a la Comuna, en unas bancas de cemento frente a los humildes patios de las casas autoconstruidas del barrio San Javier, Mike nos relató la siguiente historia:
A la Comuna fueron llegando campesinos desplazados por la violencia de diferentes partes de Antioquia. La Comuna se fue llenando de casas construidas por estas personas, quienes las iban levantando como podían y estando en la ladera, la comuna se volvió un lugar en el que era muy fácil camuflarse. Es así como a finales de los 80 y de los 90 empiezan a haber milicias tanto de las FARC como del EPL. Con la llegada de Uribe y su política de seguridad democrática, la Comuna es bombardeada (Mike, comunicación personal, 07.2017).
La historia de la Comuna 13, como la de varias comunas de las periferias de la ciudad, hace parte de los territorios que para los funcionarios de la oficina de la Gerencia de Obras Públicas de la administración del urbanismo social habían estado “al margen”, hasta la llegada de sus intervenciones urbanas (Echeverry y Orsini, 2010). Mediante los Planes Urbanos Integrales (PUI), buscaron conectar a estas comunas con la parte formal de la ciudad.
La ciudad de Medellín se configuró alrededor del Río Aburrá, en donde tomó lugar la “ciudad planificada”, la que es motivo de orgullo paisa, con edificios como el Coltejer, la Torre del Café o el Palacio de la Cultura . Las periferias, como en el caso de Bogotá, São Paulo o Buenos Aires (Ouettes, 2003) fueron ocupadas por población de origen rural que se ubicó en los márgenes, en barrios “ilegales” o de autoconstrucción. Estos barrios, entre los que hoy se cuentan Belencito, las Independencias, Juan XXIII y el Salado, están representados en esas construcciones de color terracota que aparecen en el grafitti del muro más visible de la comuna. Llevan ese color porque los artistas buscaron destacar el tono del ladrillo con el que las personas que llegaron a la Comuna “levantaron sus casas” (Registro de campo grafitour, 2017).
Desde los años 90, en medio de las restricciones geográficas, económicas y culturales, en la Comuna se presentaron procesos de organización comunitaria. Grupos juveniles articulados a las parroquias adelantaban iniciativas encaminadas a mejorar los barrios, limpiar quebradas y realizar servicios sociales. Existían además grupos cívicos, deportivos, musicales, algunos de iniciativa propia y otros impulsados por organizaciones no gubernamentales. Al respecto, señala el cronista Aricapa (2005):
Tal proliferación de grupos no era gratuita. Ocurría y ocurre que para los jóvenes de barrios marginados pertenecer a un grupo es la más fácil, barata y productiva manera de ocupar su tiempo libre, que para la mayoría es todo el tiempo. Dentro de las casas no tienen espacio, ni recursos, ni siquiera aficiones personales que los seduzcan o entretengan, excepto la televisión, las riñas familiares y las tareas escolares, si es que estudian en algún colegio. Y afuera tampoco el mundo es que se les abra como quisieran. Se les cierra más incluso, porque una ciudad como Medellín, es poco, casi nada, lo que tiene para ofrecerle a un joven que en el bolsillo apenas lleva con qué pagar los pasajes al centro (Aricapa, 2005, p.58).
Estas iniciativas hacen parte de los procesos que han configurado las dinámicas organizativas de los jóvenes en el territorio. Uno de los líderes más reconocidos en la Comuna fue el Presbítero José Luis Arroyave, asesinado en el 2002 después de trabajar activamente con jóvenes como mediador de conflictos entre diferentes grupos armados. En reconocimiento a la labor adelantada por este líder. En la Comuna nos relataron que cuando a las personas les preguntaron acerca del nombre que querían para el Parque-biblioteca, la comunidad propuso que fuera el de José Luis Arroyave.
El recorrido de la Comuna 13 en el grafitour promueve procesos formativos en los visitantes al invitarlos a observar los materiales y las formas de las viviendas, a advertir la disonancia de los barrios con la planificación urbana de las zonas formales de centro, a leer la historia de la comuna a través del contenido de los murales, a conocer las prácticas de los habitantes mediante el diálogo y la interacción con ellos en diferentes estaciones de venta de alimentos, artesanías y exposiciones de arte y fotografía, y a cuestionarse acerca de la dinámicas de marginación y violencia en el territorio. Mike señalaba que el grafitour busca generar preguntas acerca de “lo que somos y los que podemos ser” (Mike, comunicación personal, 07.2017).
La lucha contra el olvido
“Nosotros contamos esta historia con mucha tristeza, pero hay que atenerse a la memoria. La memoria jamás se puede perder, porque cuando vos perdés la memoria tendés a repetir lo que se hizo. Hay que tener memoria para no repetir y para conservar lo que somos como seres humanos. Yo sé que muchos de aquí quizá no sepan ni siquiera quienes son los Quechua, quienes son los Nukak-Maku, quienes viven en el Amazonas, quienes están, eso es lo que tenemos que recordar y no lo hacemos. Esta parte es muy importante porque nos marcó (señala la pintura de la Operación Orión). A los chicos les negaban el empleo porque eran de la Comuna 13. Vos ibas al Popular y te decían “qué miedo, usted es de la comuna 13”. Si ibas a cualquier parte en el Poblado, “no usted no puede entrar, usted es de la Comuna 13”. Nos cerraron todo porque éramos de la Comuna 13. Pero, mientras había gente haciendo la guerra, había gente maltratando, mientras había gente corrompiendo, haciendo todo eso que pasó, había otras personas que estábamos en otro punto, con nuestra visión en otra parte haciendo. Esta otra parte (señala la segunda parte del grafiti), es una representación de un caza C15, un avión que iba a ser para la guerra de Estados Unidos. Cuando este avión es terminado y llega, la guerra se había acabado, entonces el avión no sirvió para la guerra, sino que lo empezaron a utilizar para llevar heridos, alimentos, para transportar ayudas humanitarias. Nosotros estamos totalmente convencidos que nacimos y crecimos en un territorio preparado para la guerra, pero nosotros llegamos tarde a ello. Nosotros no nacimos para la guerra, nosotros nacimos para esa otra parte, para llevar esa ayuda humanitaria, para abrir la puerta y decirle a la gente: “venga, nosotros tenemos esta otra opción ¿sí? Este avión no dispara balas, dispara pintura. El Perro no cogió y no empuñó y no asesinó, el Perro cogió un aerosol y “¿usted quiere matar? maten a pintar ¿quiere pintar conmigo? venga”. Esto es [a] lo que le queremos dar fuerza, eso es importante y hay que tenerlo [señala la primera parte del grafiti con la pintura de la Operación Orión], pero es esto lo que hay que impulsar [señala la segunda parte del grafiti], a esto es a lo que le debemos dar importancia (Vieira, 2014, 4 de agosto) .

Este pasaje de la misma escena del grafitour hace referencia a la segunda parte del mural pintado en la pared más visible de la Comuna. El avión C15 en un acto de desplazamiento de su significado y uso inicial, se ha convertido es un símbolo de paz muy importante en la Comuna 13. El grupo que dinamiza las prácticas de rap en la Casa Kolacho, lleva el nombre de C15 y, a partir de sus rimas, se ha propuesto cuestionar el estigma acerca de los jóvenes en la Comuna 13 y, en general, el estigma de la Comuna como un territorio reducido a la violencia y al crimen. Ellos no niegan la existencia de violencia en la Comuna, como lo señalaba Kbala, pues es claro que esta violencia tiene raíces estructurales, de ahí que la definan como una enfermedad social. Pero es una enfermedad que no se asume como fatalismo, por el contrario, ésta se ha constituido en un impulso para el proceso de transformación. Los jóvenes hopperos de la Comuna 13 han buscado volver a su historia y, desde ella, pensar la transformación; las dos partes del grafiti ilustran ese lugar desde el cual transmiten su mensaje.
Para el Aka , el “disparador de rimas”, los raperos son “los reporteros del barrio” que cuentan una historia que no se puede olvidar, pues como lo señalan reiteradamente, es una historia que “no se puede volver a repetir”. Es una historia que se recuerda diariamente a la gente cuando entra y sale de la Comuna, al ver los muros pintados con diferentes hechos ocurridos e imágenes que evocan las raíces campesinas, indígenas y populares; y es una historia también para contar al mundo en cada uno de los recorridos con los nacionales y extranjeros, a quienes narran su realidad desde el arte en los muros. El desplazamiento de los significados iniciales del avión C15 y el revolver “Aka” , evidencian los actos de resignificación de la lucha hacia la construcción desde el arte y los procesos organizativos. En las letras de canciones como “Vándalos” o “Aquí sí hay amor”, C15 reivindica la Comuna como un lugar desde el cual se emite una voz de historia y transformación:

Y a pesar de lo malo, es corazón, amor
Razón, pasión, calor, furor, hip hop…
La intervención de los colectivos de hip hop no se limita al Parque Biblioteca. De hecho, está vinculado a la estación inmediatamente siguiente en el grafitour, y ambas hacen parte de los “cuadros de la memoria” a los que el Aka llama “Circuito del Parque Biblioteca” y “Circuito del Cementerio” como formas de organización del territorio desde las prácticas de siembra y grafiti del colectivo Agroarte.
Este grupo inició con el trabajo del Aka en las fronteras entre la Comuna 13 y el Corregimiento de San Cristóbal, desde procesos de siembra realizados en colectivo con siete mujeres a quienes el Aka se refiere como “las Doñas”, mujeres en duelo por los familiares que perdieron en las operaciones violentas en la Comuna y con quienes empezaron a sembrar plantas como una forma de recordar a los seres queridos. El Aka conoció a este grupo de mujeres en las fronteras occidentales de la Comuna 13 y, desplazado por amenazas, se ubicó en San Javier. El Aka realizó estudios universitarios en artes plásticas en la Universidad de Antioquia y ganó reconocimiento en la Comuna desde su mensaje de crítica radical al establecimiento, desde su hip hop agrario que se sustenta en que “Si el hip hop es calle, debajo de la calle hay tierra y la tierra contiene nuestra historia y nuestras luchas...” y, “somos plantas callejeras que se resisten a que les echen cemento”.
En San Javier, particularmente en el Parque Biblioteca, el Aka participó activamente en la dinamización de un espacio llamado la Agroteca, un lugar de encuentro alrededor de la siembra que posibilita catarsis, memoria, contacto con el otro y compartir de saberes. En la Comuna 13 una importante parte de la población es de origen rural y los espacios promovidos por Agroarte han sido una oportunidad de reconectar con esas prácticas y de intercambiar saberes acerca de la siembra y el uso de las plantas. Al conversar con una de las funcionarias del Parque Biblioteca acerca de las motivaciones de los participantes en la Agroteca, ella señalaba:
Hay una nostalgia por el campo, de una manera pues todos vienen como de allá; segundo, es que en medio de esa nostalgia es también una mirada transformadora a lo que es la ciudad, volverla tan nuestra, porque igual estamos en un espacio que fue pensado para la ciudad, y en Medellín que es pequeño, y ellos muestran que tienen sus espacios. Lo segundo principal, es el encuentro, cuando ellos comenzaron a ver que había un grupo de chicos que hacían esto empezaron a identificarse con eso, siendo vecinos, habitando la biblioteca, ya que eso también fue un proceso de apropiación. Cuando llegó la biblioteca la comunidad la recibió como un espacio cultural, además de los colectivos que ya existían antes, porque este espacio es sobre todo de trabajo colectivo y artístico. La administración ha estado, los ha ayudado a conformarse, a estar presentes en el territorio y desde la cultura del arte han tenido como una resistencia a todo ese conflicto. La administración observó que ese colectivo hacía influencia y apoyaron esa labor, ya que una huerta comunitaria requería compartir con el otro, soñar con lo mismo y proponer juntos, y creo que, finalmente, esa ha sido la transformación que han tenido (Gestora Social del Parque Biblioteca, comunicación personal, 14 de junio de 2017).
La apropiación del Parque Biblioteca por parte de los colectivos de hip hop se observa en sus muros y en las intervenciones de agricultura urbana desde el “hip hop agrario, nacido en el barrio” (expresión del Aka). Así, además de la dinámica de encuentro y compartir semanal que se genera la siembra en la Agroteca, se ha intervenido el espacio con información acerca del uso tradicional de las plantas, con el objetivo de recuperar esos saberes provenientes del campo. En su proceso de formación de otro tipo de ciudadanía, la Agroteca busca trascender la dimensión de lo simplemente discursivo, hacia la acción:
Pues nosotros como latinoamericanos somos de tradición oral, y los occidentales en general también, pues somos finalmente occidentales, de ahí que todo deba estar argumentado a partir de la palabra. Pero la palabra es una máscara, es también una veladura. La gente cree que hace mucho solo hablando y echando labia. Puede que sean referentes para mucha gente, pero entonces dónde está el tema de la acción, porque yo entonces podría cambiar al mundo a través de las redes sociales. Pero no es así, no más la gente llega y le da me gusta y ya, pero cómo llegar y movilizar a la gente, entendiendo que el 60% de la gente no está dentro de las redes sociales que es la gran mayoría, que es el 60% que no vota, y que no le llega la información. Entonces somos sembradores y sembradoras, uno para bajar el perfil frente a los que nos persiguen y nos buscan para matarnos; y dos, para poder estar con la gente. Ahí el discurso no sirve, el discurso sirve para hablarle a la academia, para otras cosas… pues accionemos. Es esa violencia de la ciudad la que se combate, esa hostilidad, la relación con la fuerza a partir del cultivo de las plantas, que es ver justo la relación que tienen con sus raíces y, en ese sentido, cada persona es una planta, la fortaleza, es decir, sus vínculos están en la tierra, así que para agradecer y continuar con esos vínculos hay que trabajar por ello, lo que es el trabajo por su familia, su comunidad, su ciudad y demás (El Aka, comunicación personal, 17 de junio de 2017).

En el trabajo de campo, al visitar al Aka en el espacio colectivo de la Casa Morada, a los pocos minutos de encontrarnos, nos pasó las herramientas para empezar a sembrar, pues para él, el hip hop tiene que pasar por la experiencia de cada uno y es en la sinergia de la práctica conjunta que se genera el accionar colectivo. Esta sinergia se activa desde el ritmo mismo de la naturaleza, pues las plantas necesitan riego frecuente y cuidado, es decir, se necesita continuidad en el proceso. Por esa razón siempre hay un encuentro semanal, todos los miércoles en el Parque Biblioteca, todos los martes en la Casa Morada y todos los sábados en el espacio de los alrededores del Parque Biblioteca, cercanos al Cementerio, y, una vez los integrantes de la comunidad siembran las plantas, asumen el compromiso de cuidarlas. De esta forma, el proceso no descansa en un líder, ni se agota en un solo encuentro, es un proceso de trabajo continuo que genera frutos en la medida en que se siembra de manera regular. Esa ha sido la forma en la que desde el proceso de Agroarte ha tejido espacios de trabajo comunitarios que han buscado resignificar espacios públicos y formar ciudadanías divergentes desde el sentir y el actuar.
En estos circuitos de memoria, siembra y trabajo colectivo, se han generado formas diferentes de territorialización de los espacios públicos de la comuna, desde la práctica de la siembra y el intercambio colectivo, de conexión con la tierra y con su historia, ellos señalan que “el arado mueve las verdades (Tema de rap Insurgentes-Intro)”. Y “la memoria es dignidad para el pueblo” (Arango, Henao, Acosta, Romero, Restrepo, 2019, 23 de mayo).

A su vez, desde la Agroteca se ha potenciado el proceso del Colectivo Agroarte, mediante acompañamiento a la iniciativa de Cuerpos Gramaticales. Esta propuesta consiste en la puesta en escena de un acto performativo de siembra de cuerpos durante seis horas. En conmemoración de los 12 años de la Operación Orión, en el 2014 se realizó por primera vez el performance con 100 personas víctimas de la violencia en la Comuna 13 y demás personas de la comunidad interesadas en visibilizar el proceso de memoria, dignidad y exigencia de la verdad. Desde el grupo de rap “Insurgentes”, integrantes de Agroarte y promotores de la iniciativa, se explica la práctica de la siguiente forma:
Cuerpos gramaticales una forma de hacer movimiento de protesta,
de decir que nos molesta la violencia, la combatimos con poesía.
Con Agroarte sembramos como aporte a la tierra,
en esta misma sembramos y escarbamos y recordamos,
debajo de esta quedaron muchos de nuestros hermanos,
a los que rendimos tributo con el canto,
para alivianar el llanto, yo me resisto al olvido,

Después de la primera puesta en escena, Cuerpos Gramaticales ha estado presente todos los años en la Conmemoración “Orión nunca más” en el Parque Biblioteca y ha realizado el acto performativo en otros lugares como Armenia, Cali, Ituango y Bogotá, e incluso a nivel internacional, en Barcelona, como forma de protesta frente al desplazamiento forzado, el asesinato y la desaparición. En el marco de la implementación del acuerdo de paz, en el 2017, se realizó el performance en la Plaza de Bolívar de Bogotá, como un acto de memoria a las víctimas, en el que participaron familiares de integrantes asesinados de la Unión Patriótica, varias mujeres a quienes les asesinaron sus hijos como falsos positivos y víctimas de la violencia de diferentes partes del país. En el 2018, en alianza con la organización Ríos Vivos, se realizó el acto performativo en Pescadero (Antioquia), como protesta en contra del desplazamiento forzado y la explotación de la naturaleza adelantada por la obra de construcción de la represa de Hidroituango.
Conclusiones: la formación de activistas ciudadanos
Al volver a la pregunta acerca de los procesos de formación ciudadana que tomaron lugar con la implementación del urbanismo social, encontramos varios elementos a destacar. El primero se relaciona con la definición del ser ciudadano. Los estudios genealógicos acerca de la ciudadanía han hallado que históricamente ésta se ha definido desde lógica de la diferenciación con una otredad (Corbin y Leersen, 1991; Isin 2002). Los ciudadanos como los legítimos habitantes de la ciudad, en diferentes épocas han defendido una imagen de virtuosismo, desde la que se han excluido a “otros” como mujeres, campesinos, negros, pobres, habitantes de calle. Una de las estrategias para marcar la diferencia con esos otros, ha sido la estigmatización, asociando a ellos imaginarios de violencia, ignorancia, suciedad, falta de capacidades, vandalismo… Al analizar los propósitos formativos de las iniciativas de los colectivos de hip hop estudiados, uno de los más importantes ha sido la lucha contra la estigmatización, tanto de la comuna, como de sus habitantes. Frente a un urbanismo social que ubica al ciudadano virtuoso como aquel civilizado que se autoregula y hace acuerdos, los jóvenes irrumpen con diferentes formas divergentes de vivir la ciudadanía. Con la fuerza de sus colores, la vitalidad de sus siembras y el irreverente mensaje de sus rimas, generan experiencias ciudadanías diferentes, porque efectivamente se quieren diferenciar, quieren interpelar al otro y visibilizar el dolor, la injusticia y la impunidad que han vivido en el territorio.
En espacios de presencia (Butler, 2017) como el Parque Biblioteca que habilitan la materialidad para el actuar político, los jóvenes hoppers devienen como activistas ciudadanos mediante actos que contestan a la injusticia social y reclaman derechos a la verdad y a la reparación. En estos espacios de presencia “los cuerpos reunidos en aquel lugar público, dicen que “no son desechables” con estas palabras o con otras distintas; lo que expresan, por así decirlo, es: “Seguimos aquí, seguimos insistiendo, exigiendo más justicia, pidiendo que se nos libere de la precariedad, que se nos brinde la posibilidad de una vida vivible”” (Butler, 2017: p. 32).
Los grafiteros utilizan el muro más importante de la comuna, dispuesto materialmente desde las intervenciones urbanas, para decirle a los mismos habitantes de la Comuna “hey parcerito aquí pasa algo y no podemos ser indiferentes ante esto (Viera, 2014, 14 de agosto)”. Con sus actos de ciudadanía rompen con el libreto del urbanismo social acerca del ideal ciudadano, estos actos se comprenden desde la historia misma de la Comuna, desde su marginalización, desde el acontecimiento que tomó lugar con las operaciones militares, desde la impunidad que simboliza una fosa común como la Escombrera. El acto performativo de Cuerpos gramaticales se hace en la fecha de la Conmemoración de la Operación Orión en el Parque Biblioteca, porque ese espacio de presencia de la vida política, es una centralidad urbana del establecimiento al que se quiere interpelar. El acto no toma lugar en un potrero a las alturas de la Comuna, sino allí en donde esta ese otro, frente al cual se demandan derechos y justicia, son actos que toman los espacios públicos y los significan desde sus demandas políticas.
Si el ideal liberal llevado a fondo lo que busca es la constitución de una democracia plural, llena de vida desde la diferencia, podríamos decir que en la Comuna 13, se ha gestado un milagro, en un espacio público que no ha funcionado como contexto para crear valores cívicos, sino como materialidad necesaria para la emergencia de actos ciudadanos mediante los cuales los jóvenes históricamente estigmatizados han devenido ciudadanos, estos actos en términos de Isin son los que constituyen la ciudadanía (Isin, 2008, p. 29).
Pintar los grafitis en el Parque Biblioteca ha sido un logro de los actos de ciudadanía de los colectivos hopperos que han disputado las reglas de los espacios de un urbanismo que desde la idea de las ventanas rotas, privilegia un tipo de estética higiénica y sin intervenciones por parte de la comunidad. El proceso de disputa con las autoridades de la biblioteca para hacer suyo ese espacio público y convertirlo en una materialidad para lo político, evidencia la emergencia de estas ciudadanías divergentes que no se conforman con seguir la regla, sino que generan desplazamientos en la significación del espacio, hacia la apropiación y presencia de la comunidad con su propia historia.
En los actos de ciudadanía de los jóvenes hoppers, la rabia e indignación ha funcionado como fuerza que ha potenciado su activismo. Su actuar ciudadano está cargado de afectos que se expresan en el agonismo de sus intervenciones que de diferentes maneras buscan dejar en evidencia el conflicto social.
A su vez, este activismo ciudadano supera la dimensión individual de la ciudadanía clásica liberal, las ciudadanías divergentes de los hoppers de la Comuna 13, toman forma con otros. Tanto la pintura de graffitis, las siembras en las galerías de plantas de los circuitos de la memoria, los temas de rap, las acciones performáticas, todos son actos inscritos en lógicas de colectivos que reivindican su historia y su creatividad. El Aka, resume esta apuesta colectiva con la expresión “nuestra venganza, será juntarnos”
La escala de este ser ciudadano se ancla en la Comuna 13 y se proyecta al mundo desde el reconocimiento de condiciones compartidas con esos “otros marginales” como ellos en las diferentes metrópolis. De ahí que ellos expongan el ritmo del hip hop como movimiento de contagio, que “late en todos los rincones del planeta” (Jeihhco, 2014). Para experimentar ese ritmo, ellos suelen hacer con los visitantes en el grafitour el ejercicio colectivo de generación de ritmo al usar el zapateo como bombo y las palmas como caja, fue así que surgió el rap, utilizando las herramientas del cuerpo como instrumentos en las limitadas condiciones de los barrios marginados . Este ritmo de hip hop es también el que contagia Agroarte, en la sinergia colectiva del proceso de siembra en el que todos se involucran más allá del presente inmediato. Este ritmo colectivo les ha llevado a reconocerse en los hopperos de las villas miseria de Buenos Aires, en las favelas de Brasil o en los barrios marginales de New York. Tanto el Aka como Jehhico, integrante del grupo C15, han viajado a diferentes países gracias al apoyo y colaboración de otros colectivos de esta misma cultura popular. En términos de ciudadanía, se podría afirmar que viven un universalismo que se fundamenta en el reconocimiento de unas realidades de marginalidad y exclusión creadas por el sistema capitalista, bajo las cuales ellos han enfrentado la desposesión y la violencia. Este “universalismo realista” (Arruza, 2017; Balibar, 2011) potencia su devenir ciudadano porque reconoce que la transformación política y social requiere de alianzas, incluso con el Estado, las ongs o la empresa privada.
A diferencia de los hallazgos de Caldeira (2007; 2010) acerca de los jóvenes hoppers en Sao Paulo, encerrados en gueto, en la Comuna 13, los colectivos quieren desestabilizar los estigmas que los excluyen y ser parte de la ciudad. Su apuesta como ciudadanos abre formas diferentes de vivir la ciudadanía, desde el actuar colectivo, el intercambio de saberes y la generación de cuestionamientos mediante la puesta en escena de obras artísticas.Los activistas hoppers, han identificado la necesidad de involucrarse en estrategias con diferentes actores para el sostenimiento de procesos de largo aliento. Desde el grafitour, aprovechan la publicidad que la Alcaldía y las agencias de turismo hacen de la ciudad para atraer 250 visitantes semanales a la Comuna, quienes escuchan su mensaje y se contagian por el ritmo colectivo del hip hop. Y con el Estado, se resisten a someterse a sus relaciones asistencialistas:
Nosotros desde hace mucho entendimos que con la administración uno tiene que ser muy directo, y cuando hablo directo, [levanta la mano señalando superioridad], la administración siempre quiere estar aquí y uno acá; ellos son los que controlan, ellos son los que dirigen, ellos son los que manejan… Casa Kolacho no funciona de esa manera, si no estamos así [parejo] no podemos trabajar… Es una cuestión también de un trabajo, esto no es una cosa cualquiera, si usted a mí me llama, usted me contrata, usted me paga por mi trabajo; usted no me está donando, usted no me está ayudando, usted me está contratando, usted me paga por mi trabajo. Esa es la dinámica que hemos estado trabajando con la administración de la ciudad, en donde hemos hecho muchos proyectos, pero a la par, ellos plantean, nosotros les respondemos… Nuestro trabajo es brindar una herramienta donde los chicos tengan otras posibilidades, presentar otra alternativa diferente a todo lo que hay afuera, y esa alternativa es hip hop (Naranjo, 2015, 19 de noviembre de 2015).
Este trabajo articulado con la administración municipal, con organizaciones como la Asociación Cristiana de Jóvenes (ACJ) y con la empresa privada, los ha llevado a sostener iniciativas en las que sus reclamos de dignidad y justicia han sido centrales. La experiencia de los hoppers con la ACJ ha presentado varios elementos a destacar. Esta organización ha participado en procesos de formación de jóvenes mediante la promoción de prácticas deportivas y artísticas en diferentes partes del mundo, tanto en países del Norte como del Sur global. La ACJ se instaló desde el 2001 en la Comuna 13 con una única sede en Medelín. Su trabajo inició con la promoción de talleres de graffiti y rap dirigidos a los jóvenes de la Comuna como alternativas para el manejo del tiempo. En ese momento, las intervenciones con diferentes operaciones militares por parte del Estado a la Comuna habían iniciado y el hip hop se convirtió para los jóvenes en un camino frente a la violencia.
El mensaje de la práctica de rap, graffiti y break dance como alternativa de vida frente a las dinámicas de los combos se fortaleció con el transcurrir el tiempo y la maduración de los procesos en el territorio. Varios de los jóvenes hopper con los que dialogamos en la Comuna narraban que alguna vez hicieron parte de algún combo, pero que el rap o el break dance y los procesos organizativos alrededor de estos, les llevó a reevaluar su hacer y distanciarse de los grupos criminales. En medio de este proceso, numerosos jóvenes pertenecientes a los colectivos hopper fueron asesinados en la Comuna , y hasta el presente algunos de ellos se encuentran amenazados por promover iniciativas de organización comunitaria de exigencia de verdad. La ACJ ha apoyado los procesos de los colectivos hip hop con talleres de formación en técnicas de graffiti y rap, con recursos como pinturas para los murales y con respaldo institucional para el impulso de iniciativas como el Festival de rap “Revolución sin muertos” que integró a diferentes grupos de rap y a la comunidad, inicialmente en la Comuna 13 y, posteriormente, en otras comunas de la ciudad.
Los activistas ciudadanos evidencian de otra forma el milagro de Medellín con la emergencia de ciudadanías divergentes, mediante las que se resignifican los espacios en el territorio, se fortalecen los procesos de memoria colectiva, se demandan derechos de verdad y reparación, se reivindican los afectos como motor del actuar político y se reconocen causas compartidas con habitantes de otros territorios, desde sus condiciones comunes de precariedad. Estos activistas ciudadanos no siguen ningún libreto previo acerca del “deber ser” ciudadano, dan forma a su ciudadanía en su devenir como activistas, en la puesta en escena de sus reivindicaciones, en los procesos organizativos enraizados en la historia territorial y en el encuentro con otros (turistas y habitantes de diferentes espacios de la ciudad) con quienes comparten su historia y preguntas acerca del sentido de lo que han sido, lo que son y lo que pueden ser.

Introduction
“For some time now, if you asked architects and urban planners for proof of the power of public architecture and public space to remake the fortunes of a city, they’d point here” (Kimmelman, 2012)
This is the beginning of the article “A City Rises, Along with Its Hopes” in the Architecture section of the New York Times (2012), about the architecture of Medellín as a form of fighting crime. The publication highlights the reduction in homicides during the administration of Sergio Fajardo, the former mayor of the city, who over the course of his administration (2004-2008) promoted urban projects like library parks, quality schools, electric trams, and the expansion of the Metrocable cable car lines. Numerous publications about the “Medellín miracle” similar to this one can be found in newspapers, magazines, and TED talks.
Alejandro Echeverry, the architect most internationally recognized for his contributions to the social urbanism that dynamized the Medellín miracle, defines it as “a strategy that combines physical transformations of public space, public transportation, and housing with public policies in education and culture to find ourselves again (Rodríguez 2016).
According to the promoters of social urbanism, the Medellín miracle consisted of “…attacking violence, recovering hope, and generating spaces of civic participation by means of urban interventions” (Rodríguez 2016), in a city in which, after the drug trafficking experience of the 1990s, “people didn’t want to leave their homes” (Auxiliary Managing Architect for Urban Projects for the Mayor’s Office of Medellín 2004-2008, personal interview, June 5, 2017.)
In this chapter, we understand the Medellín miracle as a discursive production that was configured on different scales (local, national, and international) from 2004 to the present, and in which different actors (mayors, architects, tourism agencies, financial and real estate companies, communications media, hip-hop collectives, residents of the territories) have participated. To understand in greater depth the process of civic formation that was shaped during the construction of the Medellín miracle, we take as our research approach the microanalysis of the social (Revel 2016). We reclaim the relevance of the analysis of the micro, as an overdetermined site of social processes (Levi 2003; Ginzburg 2008, 2016; Revel 1996), so that the experience of our small group would become “more illuminating because it is more complex (Revel 1996, p. 30).
Our analytical and expository starting point is the social scene of one of the Grafitour routes carried out daily in Comuna 13, aimed at national and international tourists who come to see a space of change and hope . We take the social scene as an analytic tool that makes it possible to comprehend social dynamics based on the interactions of the participants. The social scene is not limited to a space of copresence, as might be understood from an interactionist approximation, as its emphasis is on the chains of interdependence that it involves. The social scene takes into account both the effective interactions and the long-distance interactions that enter into the determination of practices and actions (Beaud S & Weber F 2010). From a scalar approximation, the social scene of Grafitour lets us go to the history of the city, to the strategy of social urbanism, and investigate its effects starting from the experiences of the inhabitants of the territory. Violence, pedagogy, and governability, which are central in the discourse of social urbanism, appear throughout the analysis as questions that accompany the main orienting question about what processes of civic formation took place with the implementation of social urbanism. Starting from this question, we explore the discursive formation of the “Medellín miracle” by way of the actors who mobilized this discourse and through the performativity that emerged in the space of intervention of the San Javier Library Park in Comuna 13.
From a pragmatic perspective (Valverde 2011; 2015), we follow the positivity of practices through tracking the comprehension and use of the categories by the actors in their day-to-day practices and in their expression in written and audiovisual records. In addition, we develop reflections based on our own experience in Grafitour, our work of ethnographic immersion in the Comuna, and dialogue through interviews with some of the functionaries who participated in Fajardo’s mayoral administration and with functionaries who have worked or are working in the library park and with different members of hip-hop collectives.
In the first part of the chapter, we locate Comuna 13 spatially and temporally from the scene of Grafitour and the prior historical processes upon which civic activism and hip-hop collectives have been configured. At a second moment, we look more deeply into xsocial urbanism strategies for combatting criminality and forming civility, through infrastructures of quality and promotion of an ideal, non-conflictive citizen. At a third moment, we address the configuration of civic experiences from the approach of the struggle against forgetting mobilized by the hip-hop collectives of Comuna 13. Finally, we develop an analysis of the formation of divergent citizenships that took place in the territory during the process of construction of the Medellín miracle.
Grafitour: Generation of questions about what we are and what we can be
Every day a group of young people, members of the Casa Kolacho hip-hop cultural center, walk the streets of Comuna 13 with national and foreign tourists. The Grafitour is a “political, historical, and aesthetic tour of the different spaces of Comuna 13” (Naranjo 2015) that began in 2013 with the objective of making the history of the Comuna visible, showing its people and its richness, and overcoming its stigma. Since then, the rap and graffiti artists Ciro, Kbala, Perro, and Mike alternate in accompanying the tours in the mornings and afternoons. The Grafitour usually begins at the place Perro calls “the most visible wall of the Comuna”, a wall adjacent to the San Javier Library Park and found at the entrance to the Comuna at Avenida San Juan. In 2014, Kbala and Perro began a day-long tour with the explanation of a graffiti painted by several members of the Casa Kolacho. This graffiti is composed of two parts: in the first, the scene of the bombardment of Comuna 13 in Operation Orión is painted; and in the second, a C15 airplane appears, a referent of peace for the members of Casa Kolacho.
Kbala begins the explanation of the graffiti this way:
There was a house that was the headquarters for the operations of the paramilitaries, the army, and the police. Where all three of them would meet to coordinate and to see what their strategy would be. The paramilitaries started to arrive from the mountain and the public forces came from below, closing in the militias. What happened was not only that were the militias suffering. It was a war of three days in a row with bullets, with abuses, where more than 72 people died, where up until today there are over 300 people disappeared and it’s said that they are all in a dump that remained. . . now we are going to visualize it. This dump which had been two mountains with a space, now that space is bigger than the two mountains of rubble. And there was a lake, the water has a memory. Oh, a lot of rubble was brought there, and for the depth of the rubble it was said, “it’s practically impossible to get those people out.” Besides, politically it’s not in the interest of the state and the government, so they’re not going to do it. Then, the war reached the point where the people started to take out white flags, sheets. There wasn’t time to eat, there wasn’t time to work, many people lost their jobs, lots of people abused. There were more than 600 captured without a warrant. And one supposes, “good, they got rid of the guerrillas, very well, bravo, they achieved their objective.” The government comes back and leaves again, and the territory remains under the control of the paramilitaries for almost four years and they begin a “social cleansing”, where they murder the lady because she was a guerrilla collaborator, and the young man because his cousin was the uncle of the guy who was a guerrilla, right? And there begin to be a lot of murders, an atrocious thing. . . The worst comes after the war, that’s when the people struggle with what are we going to do, with how will we do it, how are we going to get out of all this, of so many deaths, of so many families destroyed, of homes destroyed. How was it possible that there were two Black Hawk helicopters shooting .5 caliber bullets, about this size (indicating the size with his index finger) all over the place, without it mattering who was below, and the roofs literally coming off. Where there were never any controls over the force that the government imposed for this military operation. These days, Comuna 13 is the most militarized urban territory in Latin America, with more than 800 police. They continue to kill, to steal, to abuse. This has been one of the worst urban wars in Latin America. The violence continues, only the type of violence has changed; it’s no longer the violence of guerrillas, of politics, now it’s the violence of gangs, of drugs, of money, of fights over territory. The violence continues, as it continues in Poblado, in Castilla. And as it continues in Buenaventura, against women, against children, so there is no education, so. . . yes. So, it is a social disease. (Vieira, 2014, August 4)
This narration, with which the Grafitour begins, calls attention to the history of the Comuna and of the city. Operation Orión, as a landmark for non-repetition, is the most important reference of the entire tour, and is the event which Kbala referred to in 2014 and to which Mike – the young man who led the tour when we visited the Comuna in 2017 – constantly returned to. Orión can be understood as an event (Koselleck 2001, p. 37) that marked a before and after in Comuna 13, but that can be understood within the structural dynamic of the city’s history.
Comuna 13 has been a territory in which a population displaced by violence and dispossessed from their lands, and migrants who have arrived in Medellín in search of life alternatives, have settled in an “illegal manner”. Nevertheless, these populations have historically been in the periphery, in spite of occupying a central place in the reproduction of the city with their day-to-day work. These inhabitants of Medellín have suffered from the structural violence (Bourgois & Scheper Hughes 2004, Wacquant 2004) that operates in the city, as they confront the limitations of access to social wealth through precarious work, to participation in the educational system, and to decisions in the process of urban organization. Operation Orión could only be carried out in a territory sufficiently distant from formal Medellín and inhabited by stigmatized populations who had to be intervened militarily to achieve social order.
As Bourgois and Scheper Hughes (2004) have pointed out, there is a continuum between types of violence, which makes the comprehension of criminal, political, structural, and symbolic violence inseparable. Precisely, Orión is an event that leaves in evidence the relationship between these different types of violence – the bombardment of a segregated space, with deficient state presence, with a political and economic conflict between guerrillas and paramilitaries for territorial control, and an official discourse that validated a violent operation against a civil population.
Thus, Orión clearly and forcefully shows the cruelty of structural violence in the marginalized neighborhoods, and the presence of the armed conflict in the peripheries of the city. With Orión, the inhabitants of the Comuna suffered an attack planned between the police, the army, and the paramilitaries. This attack had been preceded by five other operations (Otoño, Contrafuego, Mariscal, Potestad, Antorcha) that revealed the paramilitaries as a central actor in governing the city.
As a record of this event, the following photo by the graphic reporter Jesús Abad Colorado has become one of the most important pieces of evidence for the inhabitants of Comuna 13 of the participation of paramilitaries in the operation. In the photo, the man who is pointing to the place to attack is wearing a military uniform with the boots and hood used by paramilitaries. This photo was the main piece in a photographic exhibition we visited on the Grafitour route in a small gallery located on the escalator of Comuna 13.
Since then, on October 14 of each year different activities are carried out in Comuna 13 under the slogan “Orión: Never Again”, in which the violence of the operation, its victims, and the impunity up to the present time are remembered.
The national government at the time justified the operations on Comuna 13 as part of an anti-insurgent strategy that sought to recuperate the power of the state that “had fallen into the hands of the guerrillas” in the Comuna. During our visit in 2017, before starting the ascent to the Comuna, on some cement benches across from the humble yards of the self-built houses of the San Javier neighborhood, Mike told us this story:
Farmers displaced by violence began to arrive at the Comuna from different parts of Antioquia. The Comuna was filling up with houses built by these people, who put them up however they could, and being on the hill, it became an easy place to hide. That’s how, in the late 1980s and the 1990s, there appear militias from both the FARC and EPL guerrillas. With the arrival of Uribe and his policy of “democratic security”, the Comuna is bombarded (Mike, personal interview, July 2017).
The history of Comuna 13, as of other Comunas on the peripheries of the city, is part of the history of the territories that, for the functionaries of the Public Works Management office of the social urbanism administration, had been “on the margins” until the arrival of their urban operations (Echeverry & Orsini 2010). By means of their Integrated Urban Plans, they sought to connect these Comunas with the formal part of the city.
The city of Medellín was set up around the Aburrá River, where the “planned city” took place. This is a source of local pride, with buildings like the Coltejer building, the Coffee Tower, or the Palace of Culture . The peripheries, as in Bogotá, São Paulo, or Buenos Aires (Outtes 2003), were occupied by populations of rural origin who settled at the margins, in “illegal” or self-built neighborhoods. These neighborhoods, among which today are found Belencito, Las Independencias, Juan XXIII, and El Salado, are represented in the constructions of terracotta color that appear in the most visible graffities of the Comuna. They have this color because the artists were looking to highlight the shade of the bricks with which the people who arrived at the Comuna “put up their houses” (Grafitour field notes 2017).
Since the 1990s, in spite of geographic, economic, and cultural restrictions, community organization processes took place in the Comuna. Youth groups connected to the parishes put forward initiatives aimed at improving the neighborhoods, cleaning the ravines, and providing social services. There are also civic, sports, and music groups, some formed by their own initiative and others promoted by non-governmental organizations. In this respect, the reporter Aricapa (2005) relates:
Such a proliferation of groups is not surprising. It happened and it happens that for young people from marginalized neighborhoods, belonging to a group is the easiest, cheapest, and most productive way to occupy their spare time, which for most of them is all their time. Inside their homes they don’t have space, nor resources, nor even personal hobbies to captivate or entertain them, except the television, family fights, and homework if they go to school. And outside, the world doesn’t open up to them as they would like it too either. It is closed to them even more since a city like Medellín has little, almost nothing, to offer young people who barely have enough in their pockets to pay bus fare to downtown (Aricapa 2005, p.58).
These initiatives form part of the processes that have configured the organizational dynamics of the young people in the territory. One of the most recognized leaders in the Comuna was the priest José Luis Arroyave, murdered in 2002 after working actively with young people as a conflict mediator between different armed groups. In recognition of this leader’s work, they told us in the Commune that when people asked about the name they wanted for the library park, the community proposed that it be that of José Luis Arroyave.
The Grafitour of Comuna 13 promotes formative processes for the visitors, inviting them to observe the materials and forms of the houses, to notice the dissonance of the neighborhoods with the urban planning of the formal downtown areas, to read the history of the Comuna in the content of the murals, to learn the practices of the residents through dialogue and interaction with them at different points of food sales, crafts, and art and photography exhibitions, and to question the dynamics of marginalization and violence in the territory. Mike indicated that the Grafitour seeks to generate questions about “what we are and what we can be” (Mike, personal interview, July, 2017).
The struggle against forgetting
“We tell this story with great sadness, but memory must be kept alive. Memory should never be lost, because when you lose your memory you tend to repeat what has been done. You have to have memory in order not to repeat and to preserve what we are as human beings. I know that many from here do not even know who are the Quechua, who are the Nukak-Maku, who lives in the Amazon, who they are, that is what we have to remember, and we don’t. This part is very important because it marks us (he points to the painting of Operation Orión). It marks the guys who were denied jobs because they were from Comuna 13. When you would go to the Popular they would say, “how frightening, you’re from Comuna 13”. If you would go to any part of El Poblado, “no, you can’t come in, you’re from Comuna 13”. They closed everything to us because we were from Comuna 13. But while there were people making war, mistreating others, being corrupt, doing everything that happened, there were other people who were at another point, with our vision somewhere else, doing. This other part (pointing to the second part of the graffiti) is a representation of a C15 fighter plane that was going to be used for war by the United States. When this plane was finished and arrived, the war was over, so the plane couldn’t be used for war; instead they started using it to carry the wounded, food, to transport humanitarian aid. We are totally convinced that we were born and raised in a territory prepared for war, but we arrived late. We weren’t born for war, we were born for this other part, to carry this humanitarian aid, to open the door and tell people: “come, we have this other option, right? This plane doesn’t shoot bullets, it shoots paint. El Perro didn’t grab and didn’t punch and didn’t kill, El Perro grabbed an aerosol and ‘do you want to kill? Kill by painting. Do you want to paint with me? Come on.’ This is what we want to strengthen, it’s important and we must have it [pointing to the first part of the graffiti with the painting of Operation Orión], but it’s this that we have to promote [pointing to the second part of the graffiti], this is what we have to emphasize” (Vieira 2014).

This passage from the same scene of the Grafitour makes reference to the second part of the mural painted on the most visible wall of the Comuna. The C15 airplane is an act of displacement from its original meaning and use; it has been turned into a very important symbol of peace for Comuna 13. The group that revitalized the practices of rap in Casa Kolacho has the name C15 and, through its rhymes, attempts to question the stigma attached to the young people of Comuna 13 and, in general, the stigma of the Comuna as a territory reduced to violence and crime. They don’t deny the existence of violence in the Comuna; as Kbala pointed out, as it is clear that this violence has structural roots, they define it as a social disease. But it is a disease that they don’t confront with fatalism; on the contrary, it has become a stimulus for the process of transformation. The hopperos of Comuna 13 have looked to return to their history and, from there, think through its transformation. The two parts of the graffiti illustrate that place from which they transmit its message.
For Aka , the “rhyme shooter”, the rappers are “the reporters of the neighborhood” who tell a story that must not be forgotten, since, as they repeatedly point out, it is a story that “must not be repeated.” It is a story that is remembered daily by the people when they enter and leave the Comuna, when the see the murals painted with different events that occurred and with images that evoke their rural, indigenous, and popular roots; it is also a story to tell the world in each of the tours with Colombians and foreigners, to whom they recount their reality through the art on the walls. The displacement of the original meanings of the C15 airplane and the “Aka” revolver demonstrate the acts of resignification of the struggle towards construction, based on the art of the murals and on organizational processes. In the words of songs like “Vandals” or “Here There is Love”, C15 reclaims the Comuna as a place from which a voice of history and transformation is transmitted:

The contribution of the hip-hop collectives is not limited to the Library Park. In fact, it is connected to the next station on the Grafitour, and both make up a part of the “memory pictures” that Aka calls the “Library Park Circuit” and the “Cemetery Circuit”, as forms of territorial organization based on the practices of planting and graffiti of the Agroarte collective.
This group began its work with Aka on the borders between Comuna 13 and the Village of San Cristóbal, starting with planting processes done collectively with seven women who Aka refers to as the “Doñas”, women grieving for the family members they lost in the violent operations in the Comuna, and with whom they began to sow plants as a form of remembering their loved ones. Aka met this group of women at the western edges of Comuna 13; displaced by threats, they relocated to San Javier. Aka had studied visual arts at the University of Antioquia, and gained recognition in the Comuna for his message of radical critique of the establishment, for his “agrarian hip-hop” that was based on the idea that “if hip-hop is the street, under the street there is earth, and the earth contains our history and our struggles…”, and “we are street plants that resist having cement poured on them”.
In San Javier, especially in the Library Park, Aka actively participates in the dynamics of the space known as Agroteca, a meeting place around gardening that makes catharsis, memory, contact with others, and sharing knowledge possible. In Comuna 13 an important portion of the population is of rural origin, and the spaces promoted by Agroarte have been an opportunity to reconnect with these practices and to exchange knowledges about planting and the use of plants. In a conversation with one of the Library Park functionaries about the motivations of the participants in Agroarte, she told us:
There is nostalgia for the countryside, in a sense everyone comes from there; second, amid the nostalgia there is also a transformative look at what the city is, making it ours, because even so we are in a space that was planned for the city, and in Medellín which is small, and they show that they have their spaces. The second important thing is the encounter, when they began to see that there was a group of young people who were doing this and began to identify with that, being neighbors, going to the library, since this was also a process of appropriation. When the library arrives, the community received it as a cultural space, in addition to the collectives that already existed, because this space is above all for collective and artistic work. The administration has been present, helping them to get established and have a presence in the territory, and with the culture of art they have had something like resistance to all this conflict. The administration observed that this collective had influence and supported their work, since a community garden required sharing with the other, dreaming with them and moving forward together, and I believe that in the end that has been the transformation they have gone through (Social Manager of the Library Park, personal interview, June 14, 2017).
The appropriation of the Library Park by the hip-hop collectives can be observed in its murals and in the urban agriculture initiatives, starting with Aka’s expression, “hip-hop agrario, nacido en el barrio” (agrarian hip-hop, born in the neighborhood). Thus, besides the weekly dynamic of meeting and sharing that came out of the Agroteca gardening, the space has been used to provide information about traditional plant use, with the aim of recuperating rural knowledge. In its process of forming another type of citizen, Agroteca seeks to transcend the simply discursive dimension, in favor of action:
Well, we as Latin Americans come from an oral tradition, and in general the West does too, and in the end we are Western, so everything should be argued using words. But words are a mask, they are also a veil. People think that long ago it was all talking and gabbing. That might make sense to many people, but then, where is the question of action? Otherwise I could change the world through the social networks. But it’s not like that, people just show up and give it a like and that’s all, but how do you come and mobilize the people, understanding that 60% of the people are not on the social networks, that’s the great majority, who are also the 60% who don’t vote and don’t receive information. So, we are planters, in the first place to lower our profile with respect to those who persecute us and those who want to kill us; and in the second place, so we can be with the people. With them discourse doesn’t work, discourse works for talking to academia, for other things… so we take action. What we fight against is this violence of the city, that hostility, the relationship with force; we fight it through the cultivation of plants, which is in fact to see the relationship they have with their roots. And in that sense, each person is a plant; their strength, that is, their ties are in the land; so to appreciate and continue with these ties you have to work for it, which means working for your family, your community, your city, and so on (El Aka, personal interview, June 17, 2017).
In our field work, when we visited Aka in the collective space of Casa Morada, only a few minutes after meeting us he passed us tools to begin planting, since for him, hip-hop has to pass through the experience of each person, and it is in the synergy of joint practice that collective action is generated. This synergy is activated from the very rhythm of nature, as plants need frequent watering and care; that is, continuity of the process is needed. For that reason, there is a weekly meeting every Wednesday in the Library Park, every Tuesday in the Casa Moneda, and every Saturday in the area around the Library Park, close to the cemetery; and once the members of the community have sown the plants, they make a commitment to caring for them. In this way, the process doesn’t depend on a leader, and it doesn’t peter out after a single meeting; it is a continuing process that bears fruit to the extent that planting is done on a regular basis. That has been the way in which the Agroarte process has weaved spaces of communal work that have sought to resignify public spaces and form divergent citizens based on feeling and acting.
In these circuits of memory, planting, and collective work, different forms of territorialization of the public spaces of the commons have been created from the practice of planting and collective exchange, of connection to the earth and its history; they say that “the plow moves the truths” (Insurgentes-Intro rap lyrics). And, “memory is dignity for the people” (Arango, Henao, Acosta, Romero, Restrepo, May 23, 2019)

In turn, the Agroarte Collective process has been promoted from Agroteca through its presence I the Grammatical Bodies initiative. This initiative consists of the staging of a performative act of planting bodies over the course of six hours. In 2014, in commemoration of the 12 years since Operation Orión, the first performance was presented with 100 people who had been victims of the violence in Comuna 13 and with other people from the community interested in making visible the process of memory, dignity, and demanding the truth. The rap group “Insurgentes”, member of Agroarte and promotor of the initiative, explains the practice this way:

of saying that violence bothers us, we fight it with poetry.
with Agroarte we plant as a contribution to the land,
in it we plant and we dig and we remember,
under it lie many of our brothers and sisters,
to them we pay tribute with our singing,
to relieve the tears, I resist forgetting.

After the first performance, Grammatical Bodies has been present every year at the “Orión Never Again” commemoration in the Library Park, and has presented the performance in other places like Armenia, Cali, Ituango, and Bogotá, and even internationally, in Barcelona, as a form of protest against forced displacement, murder, and disappearance. In the context of the implementation of the peace agreement, in 2017 it was performed in the central plaza (Plaza de Bolívar) of Bogotá as an act of memory for the victims, in which relatives of assassinated members of the Patriotic Union (a leftist political party), several women whose sons had been killed as “false positives” (passed off as guerrillas by army soldiers), and victims of violence from different parts of the country took part. In 2018, in alliance with the Ríos Vivos (Living Rivers) organization, the performance piece was staged in Pescadero (Antioquia) as a protest against forced displacement and the exploitation of nature taking place with the construction of the Hidroituango Dam.
Conclusions: the formation of citizen activists
When we come back to the question about the processes of civic formation that took place with the implementation of social urbanism, we find several elements to highlight. The first relates to the definition of being a citizen. Genealogical studies on citizenship have found that historically it has been defined by a logic of differentiation with an “otherness” (Corbin & Leersen 1991; Isin 2002). Citizens as legitimate inhabitants of a city have, in different periods, defended an image of virtue, from which “others”, such as women, peasants, blacks, the poor, and the homeless, have been excluded. One of the strategies to mark the difference with these others has been stigmatization, associating them with imaginaries of violence, ignorance, filth, lack of abilities, vandalism… When the formative initiatives of the hip-hop collectives we studied are analyzed, one of the most important has been the struggle against stigmatization, of both the Comuna and of its residents. Against the backdrop of a social urbanism that considers the virtuous citizen as a civilized person who self-regulates and makes agreements, these young people enter with different and divergent forms of seeing and living citizenship. With the strength of their colors, the vitality of their gardens, and the irreverent message of their rhymes, they create different experiences of citizenship, because effectively they want to differentiate themselves, they want to question the other and make visible the pain, injustice, and impunity they have lived through in the territory.
In spaces of presence (Butler 2017) like the Library Park that enable the materiality for political action, young hoppers turn into civic activists by way of acts that contest social injustice and demand the right to truth and reparation. In these spaces of presence, “the bodies assembled “say” “we are not disposable,” whether or not they are using words at the moment; what they say, as it were, is “we are still here, persisting, demanding greater justice, a release from pre-carity, a possibility of a livable life.” (Butler 2015, p. 25).
The graffiti artists use the most important mural in the Comuna, materially ready since the urban operations, to tell the residents of the Comuna ,“hey, dude, something is happening here and we can’t be indifferent to it” (Viera, August 14, 2014)”. With their civic acts , they break with the social urbanism libretto about the ideal citizen. These acts are understood from the perspective of the very history of the Comuna, of their marginalization, of the event that took place with the military operations, of the impunity symbolized by a common grave like La Escombrera. The performative act of Grammatical Bodies is presented on the date of the Commemoration of Operation Orión in the Library Park, because that space of presence of urban political life is a place of central importance for the establishment that they want to challenge. The act doesn’t take place in some vacant lot at the heights of the Comuna, but there where the other is, before whom they demand rights and justice; they are acts that occupy public spaces and give them meaning based on their political demands.
If the liberal ideal at bottom seeks the constitution of a plural democracy, full of life based on difference, we could say that in Comuna 13 a miracle has been created, in a public space that has not functioned as a context for creating civic values, but as a materiality necessary for the emergence of civic acts through which historically stigmatized young people have become citizens. These acts, in Isin’s terms, are those that constitute citizenship (Isin 2008, p. 29).
Painting graffiti in the Library Park has been an achievement of the civic acts of the hopper collectives that have disputed the rules of the spaces of urbanism, which with the idea of “broken windows” has privileged a type of hygienic aesthetic without involvement of the community. The process of dispute with the library authorities to make that public space theirs and to make it into a materiality for the political, shows the emergence of these divergent citizenships that do not agree to follow the rules, but rather create displacements in the signification of space toward the appropriation and presence of the community, with its own history.
In the civic acts of the hoppers, rage and indignation have functioned as a force that has propelled their activism. Their civic action is loaded with emotions that are expressed in the agonism of their actions, which in different ways seek to demonstrate social conflict.
In turn, this civic activism transcends the individual dimension of classical liberal citizenship; the divergent citizenships of the hoppers in Comuna 13 take form with others. The painting of graffities, the gardening in the plant galleries of the memory circuits, the rap songs, the performative actions, all of these are acts registered in the logics of collectives that reclaim their history and their creativity. Aka summarizes this collective effort with the expression “our revenge will be to join together’.
Th scale of this civic being is anchored on Comuna 13, and projected onto the world based on recognition of shared conditions with those “other marginals” like them in the other metropolises. Thus, they present the hip-hop rhythm as a contagious movement that “beats in all corners of the planet” (Jeihhco 2014). To experience this rhythm, they like to perform, with Grafitour visitors, the collective exercise of creating the rhythm by using tapping for the bass drum and clapping for the higher drum, in the way that rap emerged using the tools of the body as instruments in the limited conditions of marginalized neighborhoods . This hip-hop rhythm is also the one that has caught on at Agroarte, in the collective synergy of the planting process in which everyone gets involved beyond the immediate present. This collective rhythm has led them to see themselves in the hoppers of the villas miserias of Buenos Aires, in the favelas of Brazil, or in the slums of New York. Both Aka and Jehhico, a member of the group C15, have traveled to different countries thanks to the support and collaboration of other collectives of this same popular culture. In terms of citizenship, it could be asserted that they live a universalism based on recognition of some of the realities of marginalization and exclusion created by the capitalist system, under which they have confronted dispossession and violence. This “realist universalism” (Arruza 2017; Balibar 2011) propels their civic development, because they recognize that political and social transformation require alliances, even with the state, NGOs, or private companies.
In contrast with the findings of Caldeira (2007; 2010) about the young hoppers in São Paolo, shut up inside a ghetto, in Comuna 13 the collectives want to destabilize the stigmas that exclude them, and to be part of the city. Their pretension as citizens opens up different forms of living citizenship, based on collective action, interchange of knowledges, and the generation of questionings through the performance of artistic works. The hopper activists have identified the need to get involved in strategies with different actors for the sustainability of long-term processes. Grafitour has allowed them to take advantage of the publicity that the mayor’s office and tourist agencies make for the city, attracting 250 visitors weekly to the Comuna, who hear their message and feel the contagious collective rhythm of hip-hop. With regard to the state, they resist submitting to their assistentialist relations:
We have long understood that with the administration, one must be very direct, and when I speak directly [raising his hand to signal superiority], the administration always want to be here and us there; it is they who control, who direct, who manage… Casa Kolacho doesn’t work that way, if we are not like that [at the same level] we can’t work… It’s also a question of work, this isn’t just anything; if you call me, contract me, you pay me for my work. That is the dynamic we have been working with the city administration, where we have done many projects, but at the same time, they propose, we respond… Our work is to provide a tool where the young people have other possibilities, to present another alternative that is different from everything on the outside, and that alternative is hip-hop (Naranjo, 2015).
This work, articulated with the municipal administration, with organizations like the Young Men’s Christian Association (YMCA), and with private companies, has led them to sustain initiatives in which their demands for dignity and justice have been central. The experience of the hoppers with the YMCA highlights several elements. This organization has participated in youth training processes by means of the promotion of sports and artistic practices in different parts of the world, in countries of both the global North and the global South. In 2001 it opened in Comuna 13 as its only venue in Medellín. Its work began with the promotion of graffiti and rap workshops aimed at the youth of the Comuna as time-management alternatives. At that time, state interventions with various military operations in the Comuna had begun, and hip-hop became a practice for young people in a context of violence.
The message of the practice of rap, graffiti, and break dance as a lifestyle alternative to the gang dynamics was fortified with the passage of time and the maturation of the territorial processes. Several of the young hoppers we spoke to in the Comuna told of once being part of some gang, but that rap or break dance and the organizational processes around them led them to reevaluate their actions and distance themselves from the criminal groups. In the midst of this process, many young people belonging to the hopper collectives were killed in the Comuna , and presently some of them are still being threatened for promoting initiatives of community organization and for demanding the truth. The YMCA has supported the processes of the hip-hop collectives with training workshops in graffiti and rap, with resources like paint for the murals, and with institutional support for realizing initiatives like the rap festival “Revolución Sin Muertos” (Revolution without Death”), which integrated various rap and community groups, first in Comuna 13 and later in other Comunas of the city.
The civic activists demonstrate the Medellín miracle in another form with the emergence of divergent citizenships, through which the spaces of the territory are resignified, the processes of collective memory are fortified, rights to truth and reparation are demanded, affects as a motor of political action are reclaimed, and causes shared with residents of other territories are recognized from their common conditions of precariousness. These citizen-activists do not follow any prior guide about what citizenship “should be”, but forge their citizenship in their transformation as activists, in the presentation of their demands, in the organizational processes rooted in their territorial history, and in encounter with others (tourists and inhabitants of different spaces of the city), with whom they share their story and their questions about the meaning of what they have been, what they are, and what they can be.
