I daresay it's easy to be wise after the event, and armchair criticism is as abundant as it is unwelcome.
Nevertheless, your contribution raises an important point of principle. You spent time and effort trying to make sense of a bad source document, and, while a full fee cannot be charged, the client should give recognition for your efforts. Agency clients should not feel able to make practitioners flounder unrequited. The fees are sufficiently low as it is.
In any event, I endorse another contributor's view that "dirty jobs" should be rejected.
