по моеу разумению такое выражение может употребляться в случае, когда пишущий предполагает, что его письмо (чаще, циркулярные для нескольких адресатов), отправленное адресату должно, по его мнению, было быть получено примерно около токого-то числа. В этом случае тоже употребляется DATED, но к ДАТИРОВАННОМУ, оно имеет отношению только по корню, а не по смыслу, пример:
Many of you should have received a letter dated on or about October 13, 2005,
в этом случае перевести лучше ПРИМЕРНО, приблизительно ТАКОГО-ТО ЧИСЛА.
