In order to mitigate the excessive vibration and lower the vibration to current levels, changes have been made in operation cam implemented in the Governor (related to runner and wicket gates opening), so runner blades will open less than certain given aperture opening of the wicket gates, with efficiency reduction as a direct consequence. This situation led to substantial losses for Hidroelectrica, caused by lower production of electricity.

(Firm) representatives always had full access to Iron Gates II Units. The changes made in operation cam were performed by (Firm) representatives, by lowering the vibration level at the expense of Units efficiency, so (Firm 2) recorded substantial losses.
