Does it mean that the work is carried out through the municipal works department, using only local labour, and does it mean that tenders are not invited for these projects? These may be parts of the definition, but I'm not sure.
Suggestions on how to translate this term will be appreciated.

This kept me busy for a while a couple of weeks ago.
"direct labour" suggested in a EU page does not seem to be right.
I agree with the use of "through public works departments" used in another page.

I think I saw that cryptic, unhelpful term "direct labour" in an old dictionary a long time ago.
